Born on October 26, 1947, in the heart of Georgia, Carmen was a woman whose life was defined by the care and devotion she had for her family, her pets, and the simple joys that life had to offer.

Carmen, affectionately known by those close to her, was a homemaker extraordinaire, dedicating her life to creating a warm and loving environment for her family. Her husband, James Paul Garrard, was her companion and partner, sharing in the joys and sorrows that life brought their way. Together, they navigated the bittersweet journey of life, celebrating the highs and mourning the loss of their son, Steve Sampey, whose memory remained a cherished part of Carmen's heart.

Carmen's nurturing spirit extended to her other children, Robbie Williams(Glenn Tomlinson) and Erin Saylors(Tangie Saylors), whom she enveloped in the same unconditional love she gave to all her family. Though her parents, Mary and Carl Sampey, predeceased her, the values they instilled in Carmen shone brightly through her actions and the legacy she leaves behind.

Beyond her role as a homemaker, Carmen had a passion for raising her Dachshund puppies, a hobby that brought her immense joy and fulfillment.
